Key figures of the FIA were not allowed to attend the meeting of the World Motorsport Council due to a dispute with the president of the federation, Mohammed Bin Sulayem.
Sulayem demanded that the participants sign a stricter form of a "non-disclosure agreement" due to concerns about information leaks to the media. This document prohibits discussing issues related to the FIA outside of official meetings.
FIA Deputy President for Sport Robert Reed and British Federation representative David Richards refused to sign the document and were not allowed to attend the meeting, although according to the FIA charter, the members of the World Council, which they are, can attend and vote at any meeting.
The dispute has called into question the legitimacy of the decisions taken by the World Council, including regarding the rules of the upcoming Formula 1 season.
