Experts of the "Minin Center" analyze the events of the outgoing week that affect the socio-political situation in the world, Russia and the Nizhny Novgorod Region, in which long-term trends are manifest. Topics of the week – "The government decree made a lot of noise", "Nizhny Novgorod Region among the top three in PFCI grants", "The City Duma adopted a new Charter of Nizhny Novgorod".

Federal topic – "The government decree made a lot of noise"
Expert of the "Minin Center", Associate Professor, project expert of the School of the Young Ethnopolitologist, Ph.D. in Economics Alexander Doronin:
"The Russian government’s adopted decree No. 1667, under which Roskomnadzor together with the FSB and the Ministry of Digital Development will be able from March 1, 2026 to isolate the Runet from the global network, has made a lot of noise.
Rumors have appeared that soon we will be completely disconnected from the global Internet…
According to experts, this could significantly affect access to foreign Internet services and platforms. For example, sites hosted by foreign hosting providers not included in the Russian registry could be subject to automatic restriction. The norms could also affect the import of equipment and communication devices that have not been certified in Russia.
In reality, these measures are mainly aimed at protecting the Runet infrastructure from possible external attacks. In the event that attackers attempt to take down our servers that host state and corporate information systems and resources.
It is difficult to say who could be the ideological inspirer of such attacks. However, it is possible that state security services of countries unfriendly to Russia may disguise themselves as hacker communities in order to inflict critical damage on the contour of state and corporate governance, much of which is tied to Internet information technologies.
Panicmongers should be reminded that work to ensure the resilience of the Runet has been underway since 2019. In 2020 all telecom operators were required to install TSPU — technical means to counter threats — on their networks.
When a security threat arises, Roskomnadzor, using the TSPU, switches the Runet to manual control mode, and all Internet traffic, including user data and requests to sites and services, begins to pass through them.
So, this is not something radically new, but a continuation of the program of systemic information security for our country. This decree is, in essence, a formality, since Roskomnadzor previously had the capability to block certain resources or segments of the network."

Regional topic – "Nizhny Novgorod Region among the top three in PFCI grants"
Expert of the "Minin Center", director of the ANO "Natural and Cultural Center 'Artyomovskie Meadows'" Alexey Groza:
"On November 11 the results from the Presidential Fund for Cultural Initiatives were announced: according to the results of the first grant competition of 2026, the Nizhny Novgorod Region is again among the leaders — we are second in the country after Moscow in the number of supported projects (we have 44) and third after Moscow and St. Petersburg in the total amount of grant funds (projects from the region will receive almost 117 million rubles).
The winning projects include the third festival 'Pushkin Without Borders' (0+) in Bolshoye Boldino and the multi-format exhibition 'The Great All-Russian (0+)', dedicated to the 130th anniversary of the 16th All-Russian Industrial and Art Exhibition of 1896. Along with flagship projects, 27 projects submitted by teams from municipal cultural institutions of the Nizhny Novgorod Region will be supported. Among the winners is the Vetluzhsky Local History Museum project 'Origins of Orthodoxy of the Vetluga Land', which envisions the creation of a new museum-educational space; the centralized library system of the urban district Chkalovsk project 'Carved Treasures of Purekh', which proposes the creation of a carving studio, an electronic publication and an audio guide; the Kstovo Puppet Theater project to create a one-man show dedicated to reflecting on the human fate in the context of the special military operation. Winning projects will also be implemented in Arzamas, Tonkino, Vorotynets, Vetluga, Kovernino, Pavlovo, Kulebaki, Volodarsk, Vyksa, Shatki, Vacha, Navashino and Pochinki.
Among them, the eco-patriotic project 'Beauty in the Eye of the Beholder' by ANO 'Minin Center' was supported. The project is an interregional family drawing competition that will unite at least 500 young artists from different regions of Russia, including historical territories. The main goal of the project is to form in children, through artistic creativity, a value-based attitude toward the natural heritage of their native land, to promote the development of ecological thinking and to strengthen patriotic feelings. The project includes a special nomination 'Drawing with the Whole Family', where children create works together with parents or other relatives, describing in detail each participant’s contribution to the creation of the drawing. For the contest winners an in-person program in Nizhny Novgorod will be organized, including visits to landmark natural and cultural sites of the region: the confluence of the Oka and Volga rivers (the Strelka), the Nizhny Novgorod Kremlin and the Artyomovskie meadows — one of the last preserved sections of the relict Volga floodplain, which still retains astonishingly picturesque landscapes and a high level of biodiversity. The program includes a plein air session led by professional artists. And this is only part of the initiatives that will be implemented across the region.
The region’s successful participation in the competition, including thanks to the Ministry of Culture of the Nizhny Novgorod Region, testifies to the high level of preparation of applications and the relevance of the proposed initiatives. It is important to note that support from the Presidential Fund for Cultural Initiatives contributes to the implementation of significant projects aimed at developing cultural and business infrastructure, as well as stimulating economic activity in related sectors."

Municipal topic – "The City Duma adopted a new Charter of Nizhny Novgorod"
Expert of the "Minin Center", Professor at the Russian Presidential Academy of National Economy and Public Administration (RANEPA), Doctor of Philosophical Sciences Andrey Dakhin:
"The Nizhny Novgorod City Duma at an extraordinary session on November 12, 2025 unanimously adopted a new Charter of the municipal formation of the urban district the city of Nizhny Novgorod.
The event completes the legal procedure of enlarging Nizhny Novgorod through the accession of Kstovo, which by the law of the Nizhny Novgorod Region 'On the transformation of the municipal formations — the urban district the city of Nizhny Novgorod and the Kstovo municipal district of the Nizhny Novgorod Region by their merger and the assignment of the newly formed municipal formation the status of an urban district' No. 45-3 of April 4, 2025, is defined by the concept of 'merger' of the municipal formation the urban district the city of N. Novgorod and the Kstovo municipal district of the Nizhny Novgorod Region, resulting in the newly formed municipal formation with the status of an urban district. After the completed legal procedure, a new aspect of responsibility for the city authorities emerges with respect to transforming infrastructure that was previously divided into two separate clusters and now must be a unified infrastructure network.
The experience of numerous such mergers in other regions of Russia shows that this is not an easy task. In particular, sociologists note that if prior to the merger only 4% of the population in the municipalities reported poor accessibility to local authorities, after the merger up to 15% of the population of the enlarged municipal formation report poor accessibility to local authorities. At the same time, the level of trust in local authorities tends to decrease.
Another issue is related to standards of transport accessibility across the entire territory of the new urban district. Transfers, traffic jams and other obstacles to transport accessibility that, in the situation of 'different cities', looked natural, will now appear unnatural and not in line with the quality requirements for transport accessibility of a single urban district.
Experts also noted that a new numbering of convocations of the City Duma has appeared — that is, the 2025 Nizhny Novgorod Duma has been assigned the designation 'first convocation'. This decision does not take into account the public effect produced by such a renumbering of convocations. In the public perception it creates an impression of a 'rejection' of the Duma’s previous experience, which now seems to be 'not counted'. For citizens not immersed in the details, the new ordinal number is a 'mark', a 'sign' that something is starting from a 'clean slate', although in reality the Nizhny Novgorod Duma, in its main composition (35 deputies), was and remains Nizhny Novgorod’s, and it is only due to the 4 mandates added in 2025 that it becomes 'new' (Kstovo’s).
Moreover, such a change in the numbering of convocations of the Nizhny Novgorod Duma does not contribute to strengthening public perceptions of the real duration of functioning of this institution of representative city power, but, on the contrary, blurs and conceals the possibility of such public perception. The change in numbering (the last was in 1993–1994, and the current one is by no means the last) creates an undesirable impression of fragmentation and dismemberment of parts of local history. This weakens the public perception of Nizhny Novgorod’s city authorities as a unified, indivisible tradition.
In this regard, it is advisable to consider the proposal of RANEPA experts to indicate in the Duma’s public documentation a figure reflecting the continuous numbering of convocations starting from 1994, which can be written in parentheses next to the figure reflecting the current formal-legal numbering. For example, for the Duma elected in 2025 this would be 'convocation 1(8)'. There are other initiatives to strengthen integration processes. Therefore, the adoption of the Charter and the completion of the legal procedure of the merger opens a new page of tasks, the solution of which will require activation of both the art of planning and the craft of financing those elements of infrastructure that will ensure a unified and indivisible effect in the public perception of local authorities and a uniform standard of quality across the enlarged territory of Nizhny Novgorod."
