Carlos explained to the stewards that immediately before the anthem he was experiencing discomfort due to stomach problems, which is why he was late for the start of the ceremony.

      During the Suzuka race weekend, drivers complained to the FIA about queues at public areas in the paddock and expressed concerns that there was a possibility of being late for the anthem ceremony.

      However, the stewards' decision to fine Sainz specifically states that during Friday's briefing, the riders were reminded of the requirement not to be late for the start of the anthem as a sign of respect for the host country.
