FIA removes restrictions on Russia, bringing back flags and anthems.
The FIA has controversially lifted nearly all remaining restrictions on the participation of Russian and Belarusian individuals in international motorsport, allowing for the reinstatement of national flags, anthems, and full federation rights.
As a result of the decision made by the World Motor Sport Council, drivers, teams, competitors, and officials from Russia and Belarus can participate again without needing to sign neutrality agreements. National colors and flags can now appear on vehicles, equipment, and uniforms, and anthems can once more be played.
The only significant restriction that remains is that international events cannot still be held in Russia or Belarus. However, the Russian Automobile Federation has regained its full FIA membership, including voting rights and involvement in committees and commissions.
Boris Rotenberg, president of the RAF, stated, "The complete reinstatement of the Russian Automobile Federation’s membership in the FIA is a vital step that brings Russia back into the essential decision-making process in global motorsports. We are returning to participate in the committees and commissions of the International Automobile Federation, where our experts will have a voice again."
Rotenberg characterized the decision as a restoration of Russia’s status, asserting, "Our athletes will once again represent Russia on the international stage without any compromises, restrictions, or artificial obstacles. Sports and culture should be free from political influence; they are what bring nations together. Justice has prevailed."
This decision reverses measures that were put in place following Russia’s invasion of Ukraine in 2022, during which Russian and Belarusian competitors were mandated to race under a neutral status.
Germany’s Bild newspaper pointed out that FIA member federations will now be tasked with implementing the new regulations. Veteran Blick correspondent Roger Benoit referred to this development as "sad news."
Oksana Kosachenko, former manager of Vitaly Petrov, welcomed the announcement but warned that it does not imply that Formula 1 or other major series will soon return to Russia. "Currently, there are no conditions for the return of world series to Russia," she stated. Kosachenko also believes that the emergence of a new Russian Formula 1 driver is still a considerable distance away. "I think five-plus years is a realistic estimate from the moment Russian athletes are allowed to compete at the highest level."
She explained that ongoing sanctions on major Russian companies pose another significant hurdle to the development of drivers. "At present, large Russian companies are under sanctions, making it impossible for them to legitimize their operations through sports," Kosachenko remarked. "Hence, there are two facets: the training of the athlete and the purely commercial aspect."
