FIA removes restrictions on Russia, allowing flags and anthems to return.

The FIA has controversially removed nearly all remaining limitations on the involvement of Russian and Belarusian participants in international motorsport, allowing for the reinstatement of national flags, anthems, and full federation rights.

The decision by the World Motor Sport Council permits Russian and Belarusian drivers, teams, competitors, and officials to compete again without the requirement of signing neutrality declarations. National colors and flags can be displayed on vehicles, equipment, and uniforms, while anthems are permitted to be played once more.

The only significant restriction that remains is that international events cannot still be hosted in Russia or Belarus. However, the Russian Automobile Federation has regained full membership in the FIA, complete with voting rights and the ability to participate in committees and commissions.

"The complete restoration of the Russian Automobile Federation’s membership in the FIA is a vital move that reintegrates Russia into the central decision-making framework of global motorsports," stated RAF president Boris Rotenberg. "We are returning to work in the committees and commissions of the International Automobile Federation, where our specialists will once again have a voice."

Rotenberg characterized the decision as a reinstatement of Russia’s status. "Our athletes will again represent Russia on the international stage without any compromises, conditions, or artificial obstacles. Sports and culture should remain outside of politics - they are what unite nations. Justice has prevailed."

This decision reverses the measures imposed following Russia’s invasion of Ukraine in 2022, which required Russian and Belarusian competitors to race under neutral conditions. Germany's Bild newspaper indicated that FIA member federations would now be expected to adopt the new regulations.

Veteran Blick correspondent Roger Benoit simply referred to the situation as "sad news." Former Vitaly Petrov manager Oksana Kosachenko welcomed the decision but warned that it does not suggest an imminent return of Formula 1 or other major championships to Russia. "There are currently no conditions for the return of world series to Russia," she pointed out.

Kosachenko also expressed that a new Russian Formula 1 driver is still a distant prospect. "I believe a timeframe of over five years is realistic from the moment Russian athletes are permitted at the top level." She mentioned that ongoing sanctions on significant Russian companies present another considerable hurdle in developing drivers. "Presently, major Russian firms are under sanctions, and it is virtually impossible for them to legitimize their activities through sports," Kosachenko noted. "Thus, there are two elements: the training of the athlete and the purely commercial aspect."
