The Racing Bulls team has been fined 30,000 euros.
When Liam Lawson's car stopped on the track during the first practice session, and the marshals began its evacuation, it turned out that the Clutch Disengagement System (CDS) on VCARB 03 was not functioning. This qualifies as a violation of Article C9.3 of the Formula 1 regulations.
The driver and team representatives were summoned to the stewards, who listened to their explanations and reviewed the telemetry data and all available video footage, after which they made a decision regarding the penalty.
The team was fined 30,000 euros, of which 20,000 is a deferred penalty, and this amount will be collected if a similar violation occurs within a 12-month period, regardless of which car it is – Lawson's or Arvid Lindblad's.
A Racing Bulls engineer attempted to explain that the CDS button serves a dual function and is not only used to disengage the clutch in situations where the car stops on the track and the engine is not running. The second function is to activate the system that prevents the engine from shutting down.
In this case, the reason for Lawson's car stopping was a fluid leak in the hydraulic system, and when the marshal pressed the CDS button, the clutch remained engaged, and the car could not be moved. Therefore, the session had to be stopped with red flags, although if the system had been functioning properly, this could have been avoided, and the car could have been quickly evacuated simply by implementing a virtual safety car mode.
During the investigation, it was also revealed that the team had already been warned last year that the dual purpose of the CDS button on their cars raised concerns for the FIA technical delegate.
