The McLaren team has been fined 30,000 euros.
Lando Norris prematurely ended the second practice session of the Monaco Grand Prix, stopping on the track at the exit of the tunnel after his car shut down. When the marshals began to evacuate it, it turned out that the Clutch Disengagement System (CDS) on the McLaren was not functioning, which qualifies as a violation of Article C9.3 of the Formula 1 regulations.
The driver and team representatives were summoned to the stewards, who listened to their explanations and reviewed the telemetry data and all available video footage, after which they made a decision regarding the penalty.
The team was fined 30,000 euros, of which 10,000 is a deferred penalty, and this amount will be imposed if a similar violation occurs within a 12-month period.
McLaren representatives admitted that they had applied clear tape over the button that needs to be pressed to activate the CDS system for aerodynamic purposes. According to the stewards, with whom McLaren agreed, this completely undermined the purpose of the CDS system, which is designed for quick activation by a marshal in protective gloves. The team representatives acknowledged that it was impossible to break the tape and press the button manually without using a tool.
The FIA imposed a stricter penalty on McLaren than on Racing Bulls for a similar violation in Canada, to draw all teams' attention to the importance of the CDS system.
